Barangay Ecological Solid Waste Management Committee (BESWMC) First Regular Meeting for 2021

The first meeting for the year 2021, February 8 at 8:00 in the morning at Mambatangan Elementary School Multi-Purpose Hall. It started with the call to order, invocation, roll call, determination of the quorum, reading and approval of the previous minutes.

Hon. Junrey P. Lagat welcomes the guests and members as follows: Barangay Kagawad, CVO (Civilian Volunteer Officer), BHW (Barangay Health Worker), and Purok Leaders. Handouts are distributed with regards to the first meeting agenda citing the vital topics to be discussed for the day. Hon. Junrey P. Lagat also recognized the presence of Mr. Joey Sumohoy, the new School Principal of Mambatangan Elementary School for the sound system set-up and the venue of the meeting. 

Hon. Junrey P. Lagat then proceeds to the first concern of the day which was, the GARBAGE COLLECTION MATTERS. As what the Barangay imposed, it was agreed and arranged, the collection of garbage in our Barangay is scheduled every last Friday of the month. All of the garbage collected shall be dropped off to the Sanitary Landfill Facility at Barangay Alae. The area of problems that currently the Barangay Mambatangan encountered was the proper place of pick up points, how to increase waste disposal collection, garbage coding, and by proposing another set of schedule of garbage collection.

 A short introduction of the “CLIVE CARD Program” was then presented through our MENRO Solid Waste Coordinator, Mr. Fred Magabang. The said program shall focus on monitoring household residents regarding the garbage segregating practices. In addition, the program will have its incentives through point system in every annual evaluation per household residents.

Load of topics were discussed by our MENRO Solid Waste Coordinator, Mr. Fred Magabang, he added, according to R.A.9003 a Municipal Ordinance that “Open Burning” has its penalties of Php300-Php1,000 and a 1-15 days of imprisonment. There are “BAN PRODUCTS” he named that are included, such as cellophane and styro products. Allowable are only roll bag but for single use only, paper cups and microwaveable products that has a recyclable icon at the bottom. The use of an ECO Bag is also one of his advises that each resident should practice.  The color coding of garbage segregation must be followed. ORANGE Code, for disposable masks and any trash that is prone to contagious disease, GREEN Code, (Malata) every Purok has its own compost pit and RED Code, are residual.

Second concern for the day is the ZERO CELLOPHANE ORDINANCE. Additional notes had been cited by the MENRO Solid Waste Coordinator, Mr. Fred Magabang about this topic. He added that Purok/Zone Officers or Zonal Defenders are in charge for the Household Monitoring. And that in every business establishment or sari-sari store, the practices when it comes to handling of cellophane must be observed. That it is advised and implemented that cellophane are for single use only and recycling of such is not an excuse except for fresh eggs as cited to be an example. 

The BESWMC ACTION PLAN with regards to the raise concerns had been scheduled and been aiming to work on it.
